I have two Macs. One Mac acts as a kind of repository. It has a large hard drive and so that's where all my iTunes music files live. My day-to-day Mac access the iCloud Music Library and only downloads music files as it needs them because the drive is much smaller.

Which Mac should I run Beatunes on? If I run it on my day-to-day Mac (which is newer and faster and more convenient to access), will it try to run download all the files? (I do have it set to iTunes library).

I want to use it to fix the problems in the metadata and create playlists in iTunes.

Apple iCloud isn't particularly good at dealing with metadata changes, but if you want to fix metadata, you need to do this on the computer that has the actual files. How well iCloud transfers the data to your dat-to-day mac will be something that is completely up to iCloud. Note that fields not supported by iTunes won't get transferred at all.

To create playlists with beaTunes you most likely want to take advantage of color, mood, etc. Those are all fields that iCloud does not support, so you will only be able to take advantage of those on the mac that also has your files.
