<p>this sometimes happens when</p>
<ol>
<li>iTunes was installed from the Microsoft app store<br></li>
<li>iTunes simply wasn't installed properly</li>
</ol>
<p>Oftentimes the remedy is re-installing iTunes from <a href="http://www.apple.com/itunes/">http://www.apple.com/itunes/</a> and then restarting your computer.</p>
<p>The underlying reason for the failure is that the iTunes COM automation server isn't installed properly.</p>
