The order issue is not dependent on the Japanese characters.
However, m3u is not a suitable format for any file or playlist that contains non-ISO 8859-1 characters (like Japanese characters). The playlist format that understands those kinds of characters is called m3u8. But as far as I know, Traktor does not support it. You could try to export as m3u8 and then change the file extension to m3u.
